Water Minister Melinda Pavey said on Wednesday she expected Chaffey Dam - which is Tamworth's main water supply - could hit 27 per cent capacity.
Under Tamworth Regional Council's (TRC) drought management plan, water restrictions ease when the supply hits the trigger point of a quarter full.
Chaffey Dam was sitting at 23.7 per cent on Wednesday afternoon, according to WaterNSW data.

TRC water sustainability officer Louise Cadell said it has been "super exciting" to watch the dam level rise over the past couple of weeks.
"With the rain that is predicted we'll likely see Chaffey Dam surpass the 25 per cent trigger point to ease water restrictions from Level 5 to Level 4 in Tamworth, Moonbi and Kootingal," she said.
The Bureau of Meteorology (BoM) has forecast a high chance of rain on Friday and at the weekend.
Miss Cadell warned locals to be patient and wait for the official council announcement about water restrictions, should the dam hit 25 per cent.
"There's not a lot of difference between Level 4 and Level 5 restrictions, residents will notice most things are the same," she said.
Level 4 would see the target for water use increase from 150L to 200L per person, per day.
Miss Cadell said council is prepared with communication strategies and marketing campaigns to make sure residents know of any changes to restrictions in the future.
While the city is in a "much better position" than it was at the height of the drought, council is urging people to be mindful.
"Dam levels can go down as just as quickly as it can rise, so conserving water and using it wisely is so important," Miss Cadell said.
No water is being released from Chaffey Dam for Tamworth city's needs, although 3ML a day of the precious resource are flowing out for environmental releases.
Tamworth is being supplied by Dungowan Dam, which is still 100 per cent full and is holding about 150 days' worth of water supply for the city's users.
The BoM has forecast a rainy weekend for Tamworth, with a 90 per cent chance of 6mm to 15mm of rain on Friday.
There is an 80 per cent chance of between 15mm and 25mm on Saturday, and possible showers on Sunday.
