Group chairman Ray McCoy made the announcement at a press conference on Friday.
He said the board had agonised over a possible return "but in the end found the COVID-19 pandemic had placed, not just a health risk on our players, supporters and communities, but a heavy financial burden on all our clubs."
He acknowledged that the decision wouldn't be welcomed by everyone and said there were a few clubs that were prepared to play but they said they would support the decision from the other clubs and the board.
They are the second major winter code in the region to abandon the season after the Central North Rugby Union clubs voted last month not to go ahead with a competition.

One of the main reasons behind the board's decision was the financial impact for the clubs from the lack of sponsorship money, and despite restrictions easing, the huge impost to police and meet the various protocols required.
They include dressing room restrictions, additional 30 minute intervals between games, restrictions on car pooling and bus travel and the appointment of a designated COVID safety officer.
On top of that there is still uncertainty around how many spectators will be allowed at games.
Several clubs had previously voiced concerns around that and indicated they would he hesitant to play without full crowds. As McCoy put it crowds are "vital to all our clubs as gate takings and receipts from bar and canteen operations play a major role in the ongoing viability of our clubs".
Many also rely on sponsorship from pubs and clubs, which have themselves been hard hit by the pandemic.
"With diminished income but regular game day expenses it is not a viable business decision to move forward with season 2020," McCoy said.
There was also concerns around the health risks, having enough referees to facilitate games, and player numbers..
Looking forward McCoy said it does provide them with the opportunity to utilise the down time to start planning and preparing for a bumper season in 2021.
The board's decision is only for the senior and ladies league tag competition. The junior committee is yet to make a decision about whether or not they will proceed with a season.
