"From day one we have been looking at what we need to do to get back to normal and under a safe community COVID-19 plan, people will be allowed to return to things like churches," Mr Anderson said.
"This is a welcome development for so many people and as long as it is done safely, is a welcome change in the restrictions."
As well as religious services, businesses are now allowed to explore the possibility of letting employees, who had been working from home, back into office spaces.
"Guidelines are being worked up now for the return to office spaces, whether they be high rises, professionals or whatever that may look like, " Mr Anderson said.
"Individual businesses and companies will be working up how they decide to get people back to work on a case-by-case basis.
"We know some are starting to work their way back, but it is important that it is a safe workplace environment for people when they do come back."
However, Mr Anderson said there was still no clear timeframe for gyms to return to operation.
"In terms of things like gyms, dance studios and martial arts facilities, those are areas we are still working on," he said.
"They are certainly a part of the mix when we look at what does the next phase look like.
"They are certainly areas we are working on and certainly part of the mix."
