Tamworth Regional Council revealed the plans on Wednesday, which would see the south-eastern side of the North Tamworth park become a "community hub".
A community consultation period for the draft plan will run until April 16.

The overhaul will progress in stages and includes an expansion of the skate park; a shaded and upgraded playground; a footbridge over Peel Street for pedestrians; additional car parking; and extra landscaping.
A training cafe for the region's youth has already been funded.
The other side of the park will remain as sporting fields.

Tamworth Regional Council strategic projects coordinator Sam Eriksson said while the project does not yet have funding or a timeline, he hopes locals will give feedback on the masterplan to help finalise it.
"We expect the community to be particularly excited and interested in the expansion of the skate park ... we also expect the community to be very interested in the expansion and growth of the playground," he said. "This is your project."
Mr Eriksson said council will seek funding from state and federal governments and grants. He will host a question session on council's Facebook page from 7pm to 8pm on April 14 and feedback can be submitted on council's website.
