Liverpool Plains mayor Andrew Hope said people aiming to attend council meetings would need to make prior arrangements.
"We are very much asking the community to practice social distancing," Cr Hope told the Leader.
"It is a difficult situation for us given the size of our council chambers.
"If people are looking to address council, we may have to bring them in one or two at a time, such is the size of our chambers.
"Basically, we have been in contact with our LGNSW representative and are working under the guidance of the government."
The move comes after Armidale Regional Council opted to cancel its March meeting.
Armidale mayor Simon Murray said the meeting was set to be held on Wednesday, but had been cancelled due to the coronavirus outbreak.
"Like many other councils, we are monitoring the situation closely to help make decisions about future meetings, guided by state and federal government," Cr Murray said.
"At the moment, council meetings must be conducted face to face and, for all but specific types of issues, must be open to the public for resolutions to be binding.
"While there are yet to be any officially reported cases of coronavirus in the Armidale region, we are very conscious that people with COVID-19 can be contagious before they start to feel any of the symptoms."
Cr Hope said he didn't know "what advice Armidale has been given", but Liverpool Plains was working on the advice they had been given by the government.
"We got some information before the meeting we held this morning [Monday] and it was advised we continue," he said.
"There is a video hook-up meeting scheduled for this afternoon [Monday] that could change everything, but we will have to wait and see."
At this stage, the shire's pools, theatres, libraries and other facilities will remain closed for the foreseeable future.
"All of the council staff working in these facilities have been redeployed into other areas," Cr Hope said.
"We've all got to work together and look after each other during this time.
"It means we have got to practice social distancing and follow the guidelines set down for us by the government, because it is in all of our best interests.
"I can assure everyone we are taking a common-sense approach to the situation."
