The news comes as Premier Glady Berejiklian announced today that NSW would go into "comprehensive shutdown" of non-essential services.
"Tonight I will be informing the National Cabinet that NSW will proceed to a more comprehensive shutdown of non-essential services," she said.
Supermarkets, petrol stations, pharmacies and convenience stores, freight and logistics and home delivery will remain open.
The shutdown will take place over the next 48 hours.
Schools will be open on Monday but Ms Berejiklian is expected to make more comment on that in the morning.
Of the Hunter New England Health District cases, two were travellers on the Ruby Princess cruise ship.
One is a man in his 60's who is in home isolation and the other is a woman in her 70's who is receiving care in Westmead Hospital.
Passengers disembarked in Sydney without coronavirus testing despite the ship logging 158 cases of illness.

The rest are in home isolation or receiving medical care, including a female in her 70's who recently returned from Vietnam and Cambodia and a teenage girl who came back from Europe.
Health staff are doing daily wellness checks with all confirmed cases in the district, and asking close contacts of new cases to self-isolate for 14-days from last contact.
Younger generations are advised to practice social distancing.
