The 7s had been moved from October-November due to the drought, he said, "but we just found that the interest is not there because people have started preseason training with their schools and their clubs already".
The Magpies decided to "experiment" with the new start date because it did not want the Summer 7s "to die".
The event had been scheduled to commence on February 27 (seniors) and 28 (juniors).
In a Facebook post on Thursday, the club said: "Tamworth Rugby are very disappointed ... The club remains committed to provide an adventure for the community to play rugby in all shapes and forms, and are doing our best to ... recommence the competition again later in the year 2020.
"For all the rugby heads who need their fix or would like to try the game of rugby, we welcome all to join us in the 2020 regular rugby season."
The tournament had involved men's and women's competitions, as well as under-17 and under-15 boys and girls competitions.
