Barraba water

While we may be told log books are to be completed by water carriers, what evidence is there that these are completed at all times?
There is such an excuse as "I forgot" or "I didn't have my log book with me".
Oh, please, stop treating us as though we are fools. Barraba was advised at the time of connection to Split Rock Dam that we would never be on restrictions, so please advise us where did things go so terribly wrong and do not put ALL the blame on the drought.
Bad management is included in the scenario as well. Manilla was never included in any discussion at the time of connection or discussion for the connection, but in saying this, thank you Manilla for standing up for the water we now share.
