A wave of concern has rolled through the towns since a group of Manilla residents blocked access to the town's bulk water filling station last week.
Councillors are set to meet for a water workshop tonight, when they will discuss the future of Manilla's bulk water station.
The council is expected to announce any policy change on Wednesday morning.

Some Manilla residents have called for the town to go to level 4 water restrictions, which would limit access to just registered water carters.
Others want the bulk filling station to be restricted to domestic and farming use only, forcing those looking to top up pools and water lawns to go elsewhere.
TRC water director Bruce Logan has previously stated it was difficult to police where the water went once it left the station.
The meeting will be held at Manilla RSL at 3pm.
