Harley will take the first grade reins again after stepping away following a successful three year stint which culminated in back-to-back titles in 2014 and 2015.
After guiding them to a memorable triumph in 2014 with Tom Cullen, he coached solely in 2015.
He replaces Dylan Duncan, Duncan electing not to go around again after three seasons in charge.
He leaves a very strong foundation for Harley to build on with the Blue Boars playing finals all three seasons.
This year they finished the regular season second before falling just short in the preliminary final to eventual premiers Pirates.
"We've got the bones there of a really good side and a side that can be together for a long time," assistant secretary Daniel Kahl said.
"Dylan's done a good job in building us towards that."

Harley will be supported by Todd Farrer as assistant and forwards coach.
The former number eight is also rumoured to be pulling on the boots again. He's one of a few 'old faces' set to be coming back on board with former skipper Matt Schwager committing to the full season.
Harley isn't the only new face in the coaching ranks. All four grades will have new coaches in charge in 2020, although all are familiar faces to the club.
Second grade coach Mitch Creighton was part of the Blue Boars 2018 premiership-winning second grade side (he was named the player of the grand final) while under-20s coach Chris Watkins packed down for second grade this year. Women's 7s coach Will Guest has also pulled on the Blue Boars jersey although injury has kept him on the sidelines in recent seasons.
