The teenager was one of 19 runners to record new personal bests and finished in 19.23 minutes.
He crossed the line 20 seconds ahead of Douglas Leabon, with Andrew Smith following five seconds behind to round out the podium for the second straight week.
The top three all finished under 20 minutes with the first 22 finishers all under 23 minutes.
Hannah Jones was the first female over the line in a personal best time of 21:01, and seventh overall.
There were 244 starters for Saturday's race, 20 of which were first timers.
