A new climate change group will oversee the delivery of the program, regularly reporting to ministers on its progress.

The program focuses on delivering information and improving farming decisions, including risk management.

It will also drive research to support climate adaptation and mitigation technology, and strengthen market opportunities for producers to build resilience.

Preparing for increasing biosecurity risks including pests, diseases and weeds forms the fourth plank of the strategy.

Drought, a deadly pig disease and the welfare of retired racehorses are among the top agenda items as the meeting continues throughout Friday.

Ministers are expected to receive a rural finance update, look at farm debt mediation and discuss the national drought agreement reporting framework.

Biosecurity measures will be a key issue, including stopping the spread to Australia of African swine fever, which has decimated pig herds in Europe and Asia.

Senator McKenzie said earlier in the week she had urgently elevated horse-related animal welfare issues to the agenda following a media report of cruelty at abattoirs towards retired thoroughbreds.

Racing ministers are set to meet next month to consider the issue.

The wide-ranging agenda also includes Labour force skills, the labelling of plant-based foods, trespass laws to respond to animal welfare activists and the implications of people opposing glyphosate - also known as Round-Up.

The Ministers will also discuss an ambitious plan to boost Australia's agricultural production to $100 billion by 2030, beekeeping in national parks and pig traceability.
