Tamworth Regional Council entertainment manager Peter Ross said the PAC precinct plans should go on exhibition next week after Tuesday's council meeting.
It had taken longer than anticipated to put together, "but I'm very happy with the way it's looking, and I think it will be a very good return on investment for council if they proceed to adopt it".
Mr Ross will direct Mamma Mia; there will be an information night at Tamworth Community Centre on November 11 at 7.30pm, and auditions in the days after.
He said it was chosen because it was "such a feelgood phenomenon".
"It's been a hit around the world and audiences just love it."
