Residents and businesses in the Tamworth, Moonbi and Kootingal areas were praised by the council on Wednesday with daily water use below the 16.1 megalitre target.
According to council's data, people used 15.95 megalitres per day in the last week.

The council has asked people to limit their personal daily use to 150 litres of water a day.
Less than a month since floating the target, the message appears to be getting through.
Tamworth's target-beating week came despite the temperatures soaring past 37 degrees on Monday.
"It is quite encouraging," mayor Col Murray said.
"And to be able to meet that quite aggressive level 5 water use target, full marks to the residents and all of the businesses."
Water director Bruce Logan said it was positive to see consumption reduced.
"It is not just one part of the community that is responding to the call, it appears we are getting a great response from across the community," he said.
But the council was continuing to monitor and act on incidents of non-compliance.
Mr Logan said rangers could fine people on the spot.
He also said 40 to 50 automated meter readers (AMR) had been circulated in the community, where there was concerns about consumption.
"To date, we haven't found anyone that hasn't been doing the right thing after we have put the AMR on," he said.
