However, overall consumption was still higher than desired in the first week of life under the toughest tier of restrictions.
Tamworth, Moonbi and Kootingal used 16.89 megalitres per day last week.
The council's daily target under level 5 restrictions is 16.1 megalitres.

Tamworth Regional Council has asked residents to reduce their personal water use to 150 litres a day.
"The small changes being made by Tamworth, Moonbi and Kootingal residents during the first week of level 5 water restrictions has already been seen with a reduction in the average daily consumption to 16.89ML," the council wrote in a statement.
"Prior to level 5 restrictions the community had been using between 17 and 18 megalitres per day."
The council believed the community had responded to the personal target.
"It is great to see the community responding to the new 150 litre per person per day target," the council said.
"Residents are encouraged to continue making changes to their water usage habits to help the community get below the 16.1 megalitre per day level 5 target."
The council pulled the trigger early on level 5 restrictions, enforcing these measures before Chaffey Dam hit the 20 per cent capacity trigger point.
Chaffey fell below 20 per cent capacity this week for the first time since early 2016.
The council's figures shows the dam's storage has been falling at a rate of 0.05 per cent with 41.1 megalitres being released each day.
