Tamworth Regional Council is putting the finishing touches on the first stage of the Northern Inland Sporting Centre of Excellence which will be opened next month.
This week, the council voted to put the new fee structure for the $17.2 million facility on public exhibition and has called for comment from the community.

The cycling component of the facility will be free for anyone to use.
There are no other known facilities in NSW that are council operated, maintained and free to use for the general public for recreation.
However, there will be fees for exclusive hire for competitions and events.
These facilities will only be closed to the public when an event is being held and the velodrome or criterium track are being exclusively used.
The athletics centre will not be open for all to use.
Access will be provided through a single use or or season-long ticketed system.
Helen Tickle wanted the council to actively promote the decision to open the cycling facility's free use.
"I think we need to highlight the cycling centre will be available for free to the whole community," she said.
The $5.35 million velodrome and criterium track was developed with the support of the Tamworth Cycling Club and Cycling NSW.
The fee structures were drafted in consultation with the local athletics and cycling groups.
The council's estimated the annual renewal and maintenance costs for the athletics facility would be $198,000, while the cycling course would cost about $80,000.
The full proposed fee structure can be found online and will be on public exhibition for 28 days.
The athletics and cycling tracks will be officially opened on October 12.
