Tamworth Regional Council intends to lodge a development application for the $15 million project this week.
Council's manager of water and waste operations, Dan Coe, said Tamworth planning staff have now started reviewing the application.

"Members of the community will soon have a chance to provide written submissions about the application before it is then determined by the independent joint regional planning panel," he said.
"We have sent letters and emails to adjoining landowners and other residents who have registered their interest in the project."
The council has delayed the project since a community consultation forum in July after staff did further investigations on odour and traffic concerns raised at the meeting.
The project has been on the cards for a number of years but has hit a number of hurdles along the way.
The development has been opposed by potential neighbouring residents at both selected sites while the joint regional planning panel knocked back an initial proposal because it was too close to the airport.
The council recently voted in favour of purchasing a 117-hectare property on Gidley Appleby Road about 20 kilometres from the CBD.
The organics recycling plant is expected to cost about $15 million.
The council has already received $3 million from the state government to fund the project.
The councillors have been largely supportive of the project highlighting how it would extend the life of the Forest Road tip and create a commercial fertiliser product.
The facility will be designed to receive up to 35,000 tonnes of food and organic waste each year.
It will make use of enclosed tunnel composting, a process which will provide a greater control on environmental aspects such as odour.
The council's development officer might get in touch with neighbouring property owners in coming weeks.
