The council has decided to introduce the measures before the Chaffey Dam hits the 20 per cent capacity trigger.
Chaffey Dam was at 20.4 per cent on Wednesday and it was expected to fall below 20 per cent by the end of next week.
Level 5 rules aren't different to current level 4 measures, but the council will begin a public campaign to urge people to reduce daily water use to 150 litres.

Businesses will also be asked to try and make a 30 per cent reduction in their daily consumption of treated water.
"Our education and communication with the public will be based on trying to get them aware of how they can reduce their consumption," water director Bruce Logan said.
