Tamworth Regional Council originally intended to fund its portion of the sporting centre build with the sale of the Peel Street velodrome.
Instead of being sold, the velodrome has been offered up as the future location for a university campus.

The Glen Artney site was purchased by Tamworth developer Charles Sfeir who plans to subdivide the old saleyards into a 14-lot industrial area.
The council's general manager, Paul Bennett, said it was a prolonged process to seal the fate of the site.
"We reached an agreement in February this year, it just has taken a little time to resolve all of the conditions of the sale," he said.
"There was a fair bit of work to decide how the site would be rehabilitated."
Gavin Knee from Burke and Smyth real estate will head-up the resale campaign for the lots and he said there had already been some interest.
"We've only done some intermediate works at this stage, but we are working with numerous buyers to conclude a number of pre-sales," he said.
Mr Knee said Tamworth, broadly, was still attracting investment despite the economic climate.
"Certainly, the banking industry had a big impact on financing for new business, but we are seeing the worst of that is now over," he said.
"It is back to a normal market condition now.
"But we see the take-up rate being quite satisfactory."
