Paul Scurrah has piloted the airline since February this year, but the council hasn't been able to meet with him to discuss the establishment of the "world class facility".
Once again, the airline declined to answer any questions about when the academy would become a reality in Tamworth and whether it was, in fact, still committed to the project.

It is understood the deal is still being reviewed by Foreign Investment Review Board.
The process was waylaid by this year's federal election which put the government's departments in caretaker mode.
Mayor Col Murray believed the first intake of pilots would be starting their study in Tamworth soon.
"There has been some changes in the Virgin machine at the executive level," he said.
"They have a new CEO.
"At least one other senior player has moved on, but the project is moving forward and were looking at the first intake which is not that far away."
Cr Murray wasn't concerned with the with how long the project was taking to eventuate.
But he would personally like to get a "refresh" from the airline and its new boss about the agreement.
"But we are lucky we have CAE Oxford as an existing tenant in that building, so they have ramped-up their profile and are making use of that building."
