Prime Minister Scott Morrison unveiled the new cabinet on Sunday afternoon, naming Mr Coulton as the Minister for Regional Services, Decentralisation and Local Government.
Mr Coulton will also remain as Assistant Trade and Investment Minister.
Mr Joyce's Special Envoy role has been made moot, with responsibility for the drought transferring to David Littleproud, as Minister for Water Resources and Drought.

Environment Minister has gone to Sussan Ley, and Dan Tehan will retain Education Minister.

Stuart Robert will be the Government Services Minister and Minister for the National Disability Insurance Scheme.
