Michael Wrathall said a number of valleys had hit record lows in terms of water availability and his tour around regional NSW would help landholders and communities plan ahead.
"We need to protect the remaining water in our river systems as there is no significant rain or inflows predicted," he said.

"Our priority is to ensure that sufficient water is available for critical water needs."
The department of industry will work with Water NSW at the sessions with systems operations manager Adrian Langdon making himself available for community members.
"Given the urgency of the drought situation in these valleys, Water NSW has timed its stakeholder updates alongside the community meetings to minimise the amount of travel faced by attendees of both sessions," Mr Langdon said.
The Tamworth public information session starts at Wests Diggers at 12pm on Wednesday and runs until 2pm.
