The 20-year-old woman was on an inflatable raft shortly before 7pm that was blown across the dam, near Nundle, in the windy and choppy conditions.
Police said her family drove to the other side of the dam to collect her but found the empty raft, and no sign of the woman.
Officers were notified, and due to the fading light and fears for her safety as the water temperature dipped below 15 degrees, activated the SES and Westpac Rescue Helicopter, to assist in the search.
Police said the woman walked the length of the shoreline, back towards the camp.
