The Oxley Target Action Group (TAG) conducted the undercover blitz at Carlo’s IGA and Southgate Coles Supermarket on Wednesday and Thursday.
Ten people were charged with shoplifting and will front court, while nine others were slapped with fines for offences.
A juvenile was issued a caution for shoplifting and another was cautioned for possessing cannabis.
Police will allege various goods including toiletries, fresh food and other items were stolen.
The operation was conducted in conjunction with loss prevention officers from both supermarkets.
The men and women will appear at court next month.
Police said more operations are planned at various local shopping centres at a later date.
