Councillors voted to rezone the site, on the corner of Peel and Roderick streets, paving the way for new business development, which could be anything from offices, to retail such as restaurants, cafes, shops or residential accommodation.
Council will starts advertising for expressions of interest in the newly rezoned land as early as next week.
The expression of interest period will stay open for 42 days.
Proceeds from the sale of the velodrome, the former Federal Park soccer fields in Jewry Street, along with will go towards funding the Northern Inland Centre of Sporting Excellence.
The first phase of the project will cost $17 million and will include a new velodrome, as well as a range of new outdoor sporting facilities, equipment and carparks at the Jack Smyth Drive and The Ringers Road precinct.
