The Department of Planning and Environment has placed the document on public exhibition on its website and is seeking community feedback.
Given the high level of public interest in the proposal, the department has extended the normal exhibition period to more than 60 days, closing on April 24.
Resource Assessments director Mike Young said every submission made will be read and considered in the department’s final decision.
As part of the assessment, Mr Young said the department would establish a panel of eminent scientific experts to provide independent advice on the proposal.
“These experts will be an integral part of the assessment process. Much of the information is of a scientific and technical nature and we are keen to get the best independent advice possible in assessing this project,” he said.
A number of public information sessions will be held, with the Narrabri session being held on March 7 and 8.
