Throughout 2015, Larkin sped through red lights, drove in bus lanes, roared through school zones and failed to pay tolls.

To avoid paying the multitude of fines, Larkin signed statutory declarations claiming that the habitual offender was his friend Michael Geoffrey Oliver, a former boxer and Kings Cross debt collector, who has dementia and has no driving licence.

In sentencing him to eight month's jail, six of it non-parole, Sydney magistrate Joanne Keogh said that Larkin had shown no remorse for his actions.

She also refused to grant him bail pending an appeal, noting he had a history of disregarding court orders.

Barrister Ken Averre, representing the State Debt Recovery Office, told the court that on two occasions warrants had to be issued for Larkin's arrest after he failed to turn up to court over this matter.

In September last year, Larkin claimed he was too unwell to attend court.

However, doctors from the emergency department at St Vincent's Hospital in Darlinghurst told the court that Larkin had come to hospital claiming he was ill only to "abscond" before anyone could examine him.

In October, he left court before his matter was heard, claiming he had a migraine.

Fairfax Media can reveal that, on that occasion, despite being in court on serious charges of blatantly disregarding traffic regulations, Larkin got behind the wheel of an unregistered car and ran a red light as he drove away from the Downing Centre Court.

On Thursday, the magistrate also noted that, although Larkin had previously escaped full-time jail for fraud offences, this had not deterred him.

In 2007, Larkin was sentenced to 16 months' weekend detention after pleading guilty to defrauding former Macquarie Bank director Bill Moss of $38,050. He was also convicted of giving false evidence under oath.

In 2004, he was banned for 20 years from operating a finance broking business after cheating clients out of their money.

The twice bankrupt Larkin started life as a vet before turning his hand to property development, at one stage owning 200 properties including a string of hotels.

Larkin is facing further fraud charges, after a Fairfax investigation revealed that he had discovered a loophole in the legal system which allowed him to fraudulently obtain default judgments against people by falsely claiming they owed him money.

The local courts at Waverley and the Downing Centre, without any supporting documentation apart from Larkin's own handwritten affidavits, have awarded judgments to the convicted fraudster on up to 10 occasions.

Larkin has then proceeded to garnishee the bank accounts of his victims, who include doctors, friends, antique dealers and former business associates.

In one instance, he was able to take $60,000 from a property developer's bank account.

Although the judgments have been overturned and Larkin has been ordered to repay his victims, he has failed to do so.

Mr Averre indicated that the State Debt Recovery Office was seeking a costs order against Larkin for the $100,000 the agency has spent pursuing him over the traffic offences.

Larkin has also been hit with almost $20,000 in fines and penalties, which he is yet to pay.
