Morgan, who along with friend Robert Clement are the first to face criminal charges in regards to race fixing in NSW, was outed for 15 months after an inquiry in Sydney on Wednesday.

But his legal counsel asked for stewards to consider the amount of time the Tamworth trainer had voluntarily stood down since being embroiled in the affair in mid-July in 2013, which amounted to more than 15 months before he reapplied for his licence.

Stewards acceded to the request when finalising the penalty on two charges, meaning Morgan will be free to continue training his small string in the state's north west.

Clement was banned for 12 months for his role in the saga.

An undercover surveillance operation, called Strike Force Trentbridge, resulted in Morgan and Clement being the first to be charged under race-fixing laws three years ago for attempting to corrupt the betting outcome of a race.

A jury found Clement guilty on one count and Morgan on all three charges, including that he knew Prussian Secret had been treated before placing a $100 each-way bet on the 2013 race, in Tamworth District Court last month.

The pair will be sentenced in Sydney on Thursday.

Meanwhile, Racing NSW has announced its popular Highway Handicap races will be worth $60,000 – up from its current level of $40,000 – from August 6.

"The most satisfying element of the Highway races to me is seeing the thrill and excitement among owners that have runners in these races," Racing NSW chief executive Peter V'landys said.

"The frequency and positioning of Highway races gives punters a feel for these horses and their form.

"I'm also delighted that in the past month, three Highway race winners have progressed to win Saturday benchmark races. This must give country trainers a shot of confidence that they can be competitive in races when they come to Sydney."
