The 30-year-old allegedly confronted the driver inside his Holden Commodore about 5.50am on Tuesday, in Warral Rd.
The man allegedly jumped on the bonnet of the car and started to rip off the windscreen wipers, after the driver tried to wipe away the ice.
He then allegedly assaulted the driver by attacking his face before he managed to escape from the car.
The man allegedly damaged the handbrake and fled to another Warral Rd home where he’s accused of wrestling and trying to attack a Staffordshire Terrier dog by pulling on its mouth.
The man then allegedly jumped out the window, and whilst injured, climbed onto another roof of a shed before falling.
He was arrested nearby in Granny Munro Park and taken to Tamworth hospital with cuts and abrasions. Police believe he was under the influence of drugs at the time. The 30-year-old is facing six offences in court including committing an act of cruelty on an animal.
