When asked if he would stand for election again if he failed to clench the victory today, he said "you haven't seen the last of me".
"I wouldn't rule anything out," he said.
"I'm serious about some of these issues and they don't end on a certain Saturday.
Mr Windsor said scientific investigation around groundwater on the Liverpool Plains was among the issues foremost in his mind when voting.
"There is a whole range of things," he said.
"Probably, the most pressing in terms of policy progress is the ground water systems in the Liverpool Plains. We have to make sure that doesn't happen unless there is scientific scrutiny."
When asked about campaign advertising costs, and claims he had spent up to three times more than his political rivals, Mr Windsor said "they were never good at adding up".
"I think they have spent a lot more than we have spent," he said.
"You only have to look at the television ads. They spent quite a bit of money on that."
