The blaze broke out at Rashay's, a restaurant on West Terrace, just after 3am on Thursday and destroyed the ground-floor premises.
Large flames could be seen shooting out the front of the restaurant and up to the above apartments, forcing more than 100 residents who live in the multi-storey apartment block out onto the street.

Fire and Rescue NSW firefighters extinguished the blaze, and residents were allowed back into their apartments several hours later.
No one was injured, but police said one person was taken to hospital as a precaution.
A NSW Police spokesman said initial investigations suggested the fire was suspicious, and forensic officers would examine the scene on Thursday.
The fire occurred in the same complex where Connie Zhang, 21, leapt to her death from her burning fifth-floor apartment in 2012.
West Terrace remained closed on Thursday morning as police and firefighters remained at the scene.
Police have urged anyone with information about the blaze to contact Crime Stoppers on 1800 333 000.
