Obeid cartel conduct case: Sydney businessman John McGuigan says government department was 'not watertight'

A Sydney businessman accused of striking a deal with members of the Obeid family to rig a NSW government tender for coal exploration licences has told the Federal Court that "rumour" and "scuttlebutt" were rife in the coal industry and the department overseeing the tender was "not the most watertight of institutions".
