Roads and Maritime Services officials have been holding regular meetings with road and cycling groups, where they have also canvassed the possibility of licences for cyclists or requiring cyclists to hold identification.

And while some participants in those meetings say the RMS appears persuaded an insurance scheme for cyclists would be too difficult to implement, others say the government looks set to bring in some sort of change.

The Roads Minister, Duncan Gay, seems increasingly persuaded to introduce measures requiring cyclists to carry identification.

One issue the government wants to address in the roundtable is a potential lack of insurance coverage for pedestrians struck by cyclists. For instance, when Sydney nurse Emily Greenwood was struck by a cyclist in Marrickville, she was left with a $15,000 dental bill.

Fairfax Media understands some of the specific proposals canvassed at a recent meeting include a compensation fund for victims, to be collected via a levy, tax or fines, an expansion of existing third party insurance schemes, or a new scheme altogether.

In questions on notice asked in Parliament, Greens transport spokeswoman Mehreen Faruqi asked the Roads Minister, Duncan Gay, if the government had ruled out requiring cyclists to hold identification.

In response, Mr Gay said: "The cycling safety roundtable considered issues including a minimum passing distance, identification of cyclists, road rules applying to cyclists, road user awareness of cyclists and insurance."

An advocacy group, the Bicycle Network, took Mr Gay's response to indicate that compulsory identification and insurance for cyclists would be introduced.

"This is about the Baird government's political agenda against bike riders rather than tackling a real issue," Bicycle Network chief executive Craig Richards said.

According to the Bicycle Network, of 127 pedestrian casualties that occurred as a result of crashes with a bike between 2009 and 2013, only seven were classified as a hit and run.

"The government is looking at introducing excessive red tape, a huge bureaucratic burden for taxpayers, and a disincentive to physical activity, to 'address' an issue that affects one person each year," Mr Richards said in a release.

However in response to this story, Mr Gay said it did not look like registration or licensing for cyclists was the solution. Instead, he said, "carrying identification seems like a much more sensible option".

"These are the kinds of matters that prompted me to convene a round table with key road safety stakeholders, cycling groups and government agencies to discuss a range of issues and come up with solutions related to the safety and compliance of cyclists, pedestrians and motorists," Mr Gay said.
