"I've got a boat and used it to fish for leatherjacket," he said.

But this, Mr Borsak said, is not why his party is so interested in the goings-on of the City of Sydney.

This week Mr Borsak gave notice he would introduce another piece of legislation to overhaul the City of Sydney council.

The two upper house Shooters and Fishers MPs have already had success with one related bill. It was their legislation, supported by the government, that made business voting mandatory in the City of Sydney.

The Shooters and Fishers' latest proposal would drastically shrink the council to boost its focus on the Central Business District, excising the southern areas around Botany, Green Square and Redfern.

"We don't have an axe to grind," said Mr Borsak.

"If something looks like it could be a good for the city and NSW ... we are going to put it forward. I think the benefits would be it gives us an opportunity to do some CBD renewal."

This latest proposal appears to be struggling for support. A Liberal councillor on the City of Sydney, Edward Mandla, was a fellow promoter of the business voting legislation.

But Cr Mandla said he had already rejected the idea of a smaller city council. "This was shopped around my office by multiple sources about a year or 18 months ago," Cr Mandla said.

"To fence off the city, to me just seems old fashioned and archaic."

The executive director of the Sydney Business Chamber, Patricia Forsythe slammed the idea, which was first proposed by another Liberal councillor, Christine Forster.

"The proposed legislation should be rejected by the NSW government as it has nothing to do with improving the City of Sydney and everything to do with the agenda the Shooters, first revealed with their dodgy two-votes-for-business legislation last year," she said.

So what is that agenda?

Mr Borsak said: "I wish I could say that there's some secret underlying agenda here, but I just don't have one."

Asked what he thought of the Lord Mayor, Clover Moore, Mr Borsak said: "She's doing a job the way she sees it with her constituents ... but I just think that it would be good to see a CBD-based City of Sydney to emphasise business."

Cr Moore's office, however, points to a Facebook post written by the Shooters and Fishers Party, since deleted, that described the mayor as one of the "most gun-hating politicians" in the country.

And Cr Moore was scathing of the idea to split the council, saying it would create an uncertain climate for $8 billion in property investment and jeopardise hundreds of millions of dollars in council funding.

"The last time the Liberals shrunk the city council boundaries, the council almost ended up bankrupt," Cr Moore said.

Cr Forster said she had never met with Mr Borsak or had any discussions with him about the smaller city council proposal.

"[The Shooters are] just acting of their own volition," Cr Forster said. "They don't like the Lord Mayor, so they stick their noses into city affairs."

A spokeswoman for Local Government Minister Paul Toole said any changes to council boundaries would need to be considered after the government received an assessment into council capabilities next month.
