All three of Queensland's racing codes will have their boards abolished after a damning report into the live baiting scandal, Premier Annastacia Palaszczuk said.

The Premier made the announcement less than 24 hours after inquiry commissioner Alan MacSporran tabled a report into the embattled greyhound racing industry on Monday.
She has instructed Queensland racing minister Bill Byrne to abolish all boards of Racing Queensland.
"As Mr MacSporran said [on Monday], it is clear that Racing Queensland has failed, and that started with the boards," Palaszczuk said.
"All Queenslanders want a racing industry that is based on integrity and proper animal welfare, not one that is characterised by cruelty, dishonesty and, at best, dubious regulation and an environment in which there is a failure of simple compliance measures.
"My government will deliver that."
MacSporran said the live baiting scandal had delivered "an almost terminal blow" to the public's confidence in greyhound racing and slammed RQ for turning a "blind eye" to the practice.
RQ is the ruling body for all three codes in the state and has an overarching All Codes Racing Industry Board as well as individual directors for each of the three codes.
Racing Queensland chief executive officer Darren Condon has also been stood down and handed a show cause notice as to why he should not be axed. He has five days to respond.
Consulancy firm KPMG will advise the government on the implementation of MacSporran's 15 recommendations, chief among them the establishment of an independent integrity authority separate to Racing Queensland.
RQ would be solely responsible for the commercial interests of the three codes.
The mooted regulatory body would boast a seven person board - four of which would be independent appointees outside the racing industry, MacSporran recommended.
A similar model is believed to be strongly opposed by the separate racing jurisdictions in NSW, which are responsible for their own commercial and integrity interests.
A Special Commission of Inquiry into the NSW greyhound racing industry will open next week. A final report will be tabled on September 30.
NSW's racing minister Troy Grant stood down the Greyhound Racing NSW board and its chief executive in the wake of the live baiting scandal in February.
