Mr Clarke, 19, is wanted for questioning by Victoria Police homicide squad detectives over the circumstances surrounding the death of his friend Josh Jell, 25, of Berwick on April 11.
Mr Jell died of gunshot wounds after being dropped off to Casey Hospital by Mr Clarke.
Mr Jell had recently been in prison and there is a suggestion he may have been killed as part of a drug feud between dealers.
Mr Clarke has been cleared by police of involvement in Mr Jell's death.
There are active police alerts out for the whereabouts of Mr Clarke.
About 9am Wednesday, Warrnambool uniform police officers attended an address in east Warrnambool conducting investigations about a stolen BMW.
Mr Clarke is a person of interest in that investigation.
He was allegedly spotted by a police officer about 9am near Lyndoch Living wearing just underwear and picking flowers.
The man believed to be Mr Clarke was thought to be under the influence of drugs.
An officer pursued a man on foot, but he got away after jumping a number of fences.
A black Holden Astra was stolen soon after in that area and police received reports the vehicle was being driven erratically in Warrnambool.
The vehicle was last seen heading east along the Princes Highway out of Warrnambool.
After the death of Mr Jell, Mr Clarke wrote on social media that he ran inside the hospital and yelled at staff for five minutes to help Mr Jell, before his friend was taken from the backseat of the car by medical staff.
"Because I didn't wait to speak to police the media makes it look like I was some horrible friend that never cared," Clarke wrote.
"Regardless of the situation joshy you no [sic] yourself I would die for you and I love you so much.
"Hence why I didn't care about what may have happens [sic] to me I wasn't leaving my best friend where he was murdered ... I love you josh. Rest easy my brother."
Mr Jell was laid to rest by family and friends in Berwick on Thursday last week with dozens of brightly coloured balloons released in his memory.
Mr Jell had been close to Jessica Pennery-Keenan and her boyfriend Dylan Stone who were part of a drug ring in Warrnambool police said fuelled an ice epidemic.
When Pennery-Keenan's stepfather, Mark Lockwood, was jailed for drug and weapons offences in October 2012, she "inherited" the family business.
Mr Pennery-Keenan, her mother Nicole Lockwood and Mr Stone have also spent time in jail.
