Labor criticised the funding commitments, saying they were plucked out hurriedly to counter bad polling. $120 million was announced to redevelop Goulburn's hospital, $15 million to replace the 30-year-old Queanbeyan police station and $60,000 for Queanbeyan Basketball Centre.

Mr Baird and Member for Monaro John Barilaro toured the 1970s police station which police say has a first-floor surface which bends like a banana, and inadequate female toilets, designed at a time when few women entered the police service.

Superintendent Rod Smith said between 80 to 100 police worked in pretty awful conditions and were running out of room, which meant they had to lease accommodation nearby for the crime management unit.

"That causes a major disruption to our operations and how we communicate and really makes it difficult, it is one more challenge that we don't need to have police off site," Superintendent Smith said.

Mr Barilaro said Queanbeyan had out-grown infrastructure and would continue to do so with the new subdivisions of Googong and Tralee, and growth in the wider Monaro region.

"The new station is earmarked over the next term of government, there is still plenty of work ahead, a lot of work in relation to planning, working with local people with what is needed," Mr Barilaro said.

The existing building would be knocked down and rebuilt.  Heritage issues would be taken into consideration if any arose.

Labor's candidate for Monaro, Steve Whan, said he supported better working conditions for police, but it seemed the announcement was plucked out of a hat at the last minute. The station's concrete structure complemented the court building which was built at the same time and both would have heritage value.

"Premier Baird also clearly didn't want to talk about the Nationals' election promise four years ago about building a high school for Jerrabomberra," Mr Whan said.

In Goulburn Health Minister Jillian Skinner said the hospital redevelopment would include the emergency department, intensive care unit and theatres, in-patient services and a comprehensive ambulatory care service.

Planning would continue to identify what other services could be incorporated into the redevelopment, which would have wide-reaching benefits, particularly for the 16,000 patients who attended the emergency department each year.

"I've visited Goulburn Hospital on many occasions and the clinicians and community have been champions of this redevelopment," Mrs Skinner said. "I know it will benefit them greatly and act as a magnet to attract staff to this region."

Member for Goulburn Pru Goward said the city deserved a state-of-the art hospital, and the funding marked a new era in health care for the place.

Labor's candidate for Goulburn, Dr Ursula Stephens, said the announcement was premature and a reaction to bad polling in Goulburn over the weekend.

"This is not what Goulburn needs, $120 million is not going even halfway to what was raised by Health Infrastructure NSW , what we are seeing is a piecemeal approach to what needs to be a strategic redevelopment of health services."

Dr Stephens said a better, more cost effective approach on old hospitals was starting with a clean slate on a greenfield site for an orderly,  staged transition.

"Trying to re-develop that site  near the high school will cause so much more congestion, it is already congested. When you have a 'Florence Nightingale' hospital it is difficult to redevelop it modern standards. People's expectations need to be carefully managed about what $120 million can actually deliver for the community," Dr Stephens said.
