An armoured police vehicle has pulled up outside the building in Liverpool Street.
Officers from the NSW Police Public Order and Riot Squad in full protective gear were seen entering and leaving the building.
About five riot squad cars are circling Sydney's Downing Centre Court. Media told 'operation' underway.

A police spokesman said the decision to increase the police presence at the court was made with the Department of Corrective Services.
He said it was not related to terrorism.
It is understood the police operation relates to a trial involving a notorious south-western Sydney criminal who had a matter in the court this morning.
Five riot squad four-wheel-drives and a BearCat armoured vehicle were circling the building.
A PolAir helicopter was flying overhead.
All courts were operating as normal and there were no evacuations other of than school students.
