I hope councils have considered checking public toilets and taps for leaks and worn tap washers. This will also reduce excess usage.

Perhaps a rebate could be offered to people for getting house taps and leaks checked and fixed by a plumber? This would then reduce waste all the time, not just in times of shortage.
