Police arrived at Belmore Road in Riverwood just after 10am on Wednesday to find the boy with facial injuries.
The dog and its owner had left before the police arrived.
The boy was taken to the Children's Hospital at Westmead and is said to be in a stable condition.
Officers have now impounded the dog, thought to be a Rottweiler, and identified the owner.
A full investigation is under way.
Lina Tsiolis, an assistant at the nearby Burke's Pharmacy, said the boy had "blood on his forehead but he was all right ... he wasn't crying".
He was briefly attended to at the Caritas Medical Centre on Belmore Road before an ambulance arrived.
"He was bleeding quite a lot," practice manager Sarandha Chauhan said.
