The pace of deliberations has prompted the opposition to accuse Local Government Minister Paul Toole of "dithering" rather than taking up the the corruption watchdog's recommendation that the government consider disciplinary action against Cr Petch "with a view to his dismissal".

It is a claim rejected by Mr Toole, who said he took "swift action" in suspending Cr Petch from Ryde council when the Independent Commission Against Corruption's report was released on June 30, giving the independent councillor and former Liberal state MP 28 days to show why he should not be dismissed.

But the government has not yet reached a final decision about Cr Petch, who is challenging the ICAC's findings in the Supreme Court.

Mr Toole told budget estimates on Tuesday that Cr Petch had "provided some lengthly information to the Office of Local Government, which is now being assessed by our legal team".

"A decision for Mr Petch's future will be forthcoming," Mr Toole said.

Opposition local government spokewoman Sophie Cotsis said the minister was "dithering", adding that Labor had called on the government to intervene at Ryde almost a year ago.

"Last week, Minister Toole called for former Newcastle lord mayor Jeff McCloy to resign because of revelations at ICAC," Ms Cotsis said. "Why hasn't Minister Toole demanded Mr Petch's resignation?"

The ICAC made findings against Cr Petch, including that he engaged in corrupt conduct by releasing confidential information in an attempt to aid his allies and smear a rival while serving as Ryde's independent mayor in 2012 and last year.

Greens MP David Shoebridge, who also quizzed Mr Toole at budget estimates, accused him of "ducking and weaving and refusing to answer directly what action he is taking in light of the corruption findings".

"He has 'swiftly' engaged in an exchange of correspondence with the councillor but not much else," Mr Shoebridge said.

Mr Toole also refused say at budget estimates whether he had any "direct communications" in the past two weeks with Mr McCloy, who resigned on Monday after admitting he gave wads of cash to Liberal candidates before the March 2011 election.

"I think Mr McCloy has heard it very loud and clear ... from both myself and the Premier as to what the honourable thing for him would be to do," Mr Toole said. "I think it was quite publicly out there."

Mr Toole also revealed that he had written to North Sydney councillors, "putting them on notice" after about 26 code of conduct complaints.

"I was very concerned, and so was the community of North Sydney, concerned about the petty arguments and the squabbling that was being played out in the media," Mr Toole said.
