The 21-year-old will have surgery on Friday to repair the Lisfranc ligament on the top of his foot, which he ruptured in Sunday's 24-12 loss to the Gold Coast Titans.
The Raiders had sought medical advice, with the best-case scenario that Lee would only miss up to eight weeks. But doctors have confirmed Lee requires surgery and will be sidelined for the remainder of 2014.
It is a devastating blow for Lee, who has only been able to play 19 games of NRL since making his debut in 2012.
Lee has enormous strike-power out wide, scoring 15 tries in his 19 NRL appearances, but also missed the latter half of last year with a badly broken arm.
Former New Zealand Warriors winger Bill Tupou, who joined the Raiders mid-season last year, will be given the first opportunity to fill Lee's vacant wing position against the South Sydney Rabbitohs on Sunday.
Tupou, 23, has played only three of his 65 NRL games with the Raiders.
More to come.
