FEDERAL Treasurer Wayne Swan has called Queensland Premier Campbell Newman ''cold-hearted and callous'' for refusing to fund a trial of the National Disability Insurance Scheme.
The Victorian and NSW Liberal governments have agreed to offer funding to host trial sites for the multibillion-dollar scheme.
Mr Newman says his state cannot afford it.
''I don't believe he's fair dinkum about doing something to assist Queenslanders with disabilities,'' Mr Swan said yesterday.
